Particulate Mass Continuous Emissions Monitoring System (PM CEMS) have been operated for years on many electric generating units in the United States, and the US Environmental Protection Agency is now considering making the use of these instruments mandatory to demonstrate compliance with the substantially lower particulate limits recently included in the proposed revisions to the Mercury and Air Toxics Standards (MATS) Rule. As more stringent PM limits are being considered in many countries, it is important to consider the performance of PM CEMS and the difficulty posed when using these devices as a compliance indicator at low PM concentrations. In India, PM CEMS are required many industrial sources under regulations that allow for a unique modified hybrid of US or European regulations. This presentation will discuss differences in the US, European and Indian PM CEMS correlation and QA/QC requirements, review the types of systems used on US electric utility sources, share data illustrating the performance of PM CEMS, and discuss the potential challenges of meeting the requirements at low levels.
