Rod Robinson

David Graham is an Environmental Engineer with Uniper Technologies, working at their Technology Centre near Nottingham, England. He provides technical support in relation to CEMs, emissions reporting and compliance issues for all plant types to the whole of the UK power industry. David chairs or is a member of various relevant groups within the European power sector and the Source Testing Association and is involved in standards development. Before joining Uniper, David was a gas turbine combustion engineer with Alstom for six years and, prior to that, he worked on various aspects of combustion and environmental science with British Gas. David holds a degree in Chemical Engineering, is a Fellow of the Institution of Chemical Engineers and is an Associate of the Institute of Environmental Management & Assessment (AIEMA).

David Graham

Lesley is an expert on mercury, emissions and effects, ash management, mine reclamation, legislation and control and has written numerous studies on these topics. Lesley has worked for the International Centre for Sustainable Carbon for over 33 years, producing reports and guidance materials to promote clean energy, especially in emerging economies. She currently leads a $2million US State Department project with the aim training on emissions monitoring and control and of reducing mercury from the coal sectors in India and Indonesia.

She is very active in the outreach work of the ICSC and runs the Workshop series on Mercury and Multi-pollutant emissions from coal. She acts as Lead on the UNEP (United Nations Environment Programme) Coal Partnership Area providing guidance to the delegations on the implementation of the new Minamata Convention on Mercury.

Lesley acts as an expert on BSI/CEN and ISO Standards working groups. She also works through the ICSC along with UNEP, GMOS, US EPA, US DOE, CEP, EXPPERTS.

Lesley Sloss

Prof. Milena Horvat is the head of the Department of Environmental Sciences www.environment.si (since 1997) at the Jožef Stefan Institute and the dean of the Jožef Stefan International Postgraduate School - www.mps.si (since 2016). Her main expertise is in the field of mercury research, which is interdisciplinary and covers the fields of analytical chemistry, human health, polluted areas, the marine environment, and clean technologies and sensor development. She is the author and co-author of over 300 articles in SCI journals and 24 book chapters. She has organized several international conferences and workshops and has been the guest editor of 16 special issues of journals, including Environmental Health Perspectives, Environmental Research, Analytical and Bioanalytical Chemistry, Marine Chemistry ...). She received the national Ambassador for Science Award in 2002, the national Zois Award for Research Excellence on 2014, and the international Life of Achievement Award at ICMGP in 2019. She has been a supervisor of 18 Doctoral Dissertations and several master's and diploma theses.

Milena Horvat

Robert has held both production and engineering positions in the fertilizer industry as well as the hazardous waste incineration industry prior to co-founding B3 Systems, Inc. Since it's inception in 1991, B3 Systems has focused on providing key support functions to the emission testing and monitoring markets.

Robert Baxter

Sanjeev K. Kanchan is a known environmental expert and consultant who has contributed in the development of various regulatory tools including Critically Polluted Areas, real time pollution monitoring systems, and new pollution norms for industrial sectors in India. In his areas of expertise including- resource efficiency, pollution monitoring and control technology, best practices and technology, life cycle assessment, policies, regulations and compliance etc., Sanjeev has closely worked with various government institutions, industries, leading think tanks, research institutions and civil societies in India and overseas and trained hundreds of representatives.

Currently, he is an Adviser to the Council on Energy, Environment and Water (CEEW, India) and associated with International Centre to Sustainable Carbon (ICSC, UK), UNEP’s Global Mercury Partnership and International Centre for Environment Audit and Sustainable Development (iCED, Govt. of India). Previously, he has managed senior level roles in CEM technology supplier company, data service provider and environmental testing company besides over a decade into environmental research and advocacy organization. In the past, he has also been a member of the PM-ETS Market Oversight Committee (Govt. of Gujarat) and the Management Systems Certification Scheme Committee of BIS, India.

He has published a number of books and research reports on resource efficiency and performance benchmarking of major industrial sectors. On CEMS, his books- “CEMS- A Technical Guidance Manual”, “CEMS and CEQMS implementation in India: Inspection Manual” and “Status of implementation of Continuous Emission Monitoring System in Coal-fired Thermal Power Plants in India” etc. are well known. Sanjeev also writes research articles and blogs for various science magazines, research journals and print and online media platforms for advocacy.

Sanjeev K Kanchan

Dr Roger Brown FRSC is the Managing Director of Oakwood Environmental Services, an emissions and environmental consultancy.

Dr Brown has been actively involved in consultancy and all aspects of source emission and ambient air testing for over 30 years. As a director of several blue-chip companies, he developed their emission test services. He currently provides consultancy to some of the world’s largest companies and holds patents for the measurement of various novel species and processes. He has also designed and commissioned state-of-the-art mobile laboratories for regulatory purposes and process optimisation. He has authored numerous papers and chapters in key works on the measurement of pollutants. He graduated from Southampton University with a doctorate in chemistry and conducted postdoctoral research into mass spectrometry and dioxin analysis. He is currently a director of the Source Testing Association and was a past Chairman, having been involved in the association for 26 years.

Roger Brown

Karl R. Wilber has over 40 years of power and process industry consulting, testing and management experience. Additionally, he has served as General Manager of multiple companies in the air pollution control equipment and balance of plant areas. He is currently General Manager of Tekran Instruments Corporation, supplier of technology and services directed at trace-level mercury analyses and monitoring.
Mr. Wilber holds Master's Degree in Engineering Science and Mechanics and is a licensed Professional Engineer. He has been an expert witness in over 15 cases having to do with environmental and contractual performance and compliance.

Karl Wilber

Jeff is a Senior Scientist with EPA’s Office of Research and Development where he has been doing fundamental and applied combustion, incineration and emissions control technology research and emissions measurements for nearly 40 years. Jeff’s research focuses primarily on emissions measurement methods development research. Jeff has contributed to a multitude of EPA’s formal and informal methods including those found in 40 CFR Part 60 and SW-846. Currently, Jeff is ORD’s lead to develop PFAS emissions test methods.

Jeff Ryan

Tuula is principal scientist at VTT Technical Research Centre of Finland. Her background is in emission measurements and especially on their quality assurance (QA) and quality control (QC). She has been involved in standardisation work by European Standardisation Organisation CEN/TC264 for several years, being member of several working groups of CEN/TC264 and also the chairman of Finnish mirror group for CEN/TC264. Tuula has been the project manager for several capacity building projects focusing on the improvement of emission measurement capacities in countries like Chile, India, Uruguay and Baltic countries. She has contributed to several Finnish guidelines for the implementation of quality assurance procedures for emission measurements, such as Handbook for emission measurements. She has also been responsible for organising ILC (interlaboratory comparisons) for Finnish stack testing teams.

Tuula Pellikka

Lighea is an environmental engineer with extensive experience in EU law and academic background focused on appropriate technologies for Developing Countries. Throughout her years in Brussels, she was the point of contact between stakeholders, institutions and Member States, interacting with public and private organisations on a national, European and global scale. She deals with projects linked to sustainable development, e.g. on zero pollution and chemicals, industrial emissions and BATs, circular economy and recycling targets, plastic waste and chemical recycling, sustainable finance and taxonomy. Her 10-year experience with BREF and industrial emissions gives her an comprehensive understanding on matters of industrial performances related to energy and resource efficiency, emission monitoring and measurement uncertainty, abatement techniques, cross-media effects and decarbonisation pathways. She followed a number of different projects including reviews of technological options for waste treatment, feasibility analysis for different technologies based on TRL and impact categories and developing of industrial management and compliance plans within the framework on Best Available Techniques;

Lighea Speziale

I am a chemical Engineer who graduated from ENSCR with Master of Science in analytical chemistry in 2002. After working for three years for Corus RD&T (Steel industry) in the UK as Project leader in analysis of Organic pollutants from air emissions, I joined Ineris in France in 2005. From 2005 to 2017 I worked in the area of emissions of gases and aerosols from various industrial and domestic combustion processes, in charge of research project at national and European levels. Since 2018 I am the head of the Ineris team dealing with atmospheric an aqueous emissions.
