This talk will describe the relationship between the regulatory requirements in Europe for emissions monitoring and the range of standards developed to ensure reported emissions data are comparable and meet the required levels of quality.
The talk will review the regulatory landscape, including the requirements of European Directives such as the Industrial Emissions Directive (IED) and related Best Available Technique Reference (BREF) documents, and other reporting obligations such as those under the Medium Combustion Plant Directive (MCPD) and the European Pollutant Release and Transfer Register (E-PRTR). It will attempt to simplify and summarise the reporting requirements and the consequent requirements for measurements and the quality control of reported data.
Having summarised the needs the talk will describe and review the suite of inter-related CEN standards which have been developed to address the requirements. The talk will explain how the various standards work together to provide a framework to ensure the traceability and quality of emissions monitoring data.
The talk will then discuss gaps and current issues with standards, review some research activities to address these and provide an overview of current standardisation activities in CEN TC 264.
