The Central Pollution Control Board of India issued directions in February 2014 to the major 17 categories of grossly polluting industries and pollution control facilities like waste incinerators, bio-medical incinerators, common effluent treatment plants etc to initiate real time monitoring or Continuous Emission Monitoring Systems (CEMS) and reporting of pollution levels in India under Environmental Protection Act 1986. Initial phase of installation of the Continuous Emission Monitoring Systems (CEMS), multiple challenges are faced due to lack of information and the knowledge base on the technology, basic infrastructure, quality assurance and regulatory framework. Now, after five years from the date of the direction issued, more than 3000 industries have adopted CEMS. CPCB, the regulators has developed and revised the guidelines to use, parameters to monitor and data reporting protocol etc. However, the challenge of proper operation, data quality, reliability & accuracy still persist. The presentation will share the brief overview of the Certification System, Performance Specification and Quality Assurance / Quality Control (QA/QC) Plan for Continuous Emissions Monitoring Systems or CEMS. This QA/QC Plan may meet the minimum requirements of Calibration Check and Systems Audit mechanism of CEMS in India.
