Abstract Title: Case study on industrial pollution & monitoring of paradip, Odisha
Session Choice: Industry Case Studies
Presenter Name: Ms TWINKLE MOHANTY
Company/Organisation: ODISHA STATE POLLUTION CONTROL BOARD
Country: India

Abstract Information :

The major industries in the Paradip area are M/s. Indian Oil Corporation Limited (Paradip Refinery), M/s. Paradip Port Trust, M/s. Indian Farmers Fertilizer Cooperative Limited, M/s. Paradeep Phosphate Limited and M/s. Essar Steel & Power Limited. All of them are water & air polluting units. Hence they are categorized as under 17 category highly polluting units. Paradip is considered as fertilizer belt of Odisha. Since both the fertilizer industries are situated in this area. Besides this other units like M/s. Indian Oil Corporation Limited (Paradip Refinery) having grass root 15 MMTPA crude petroleum distillation facilities cum petrochemical complex. All the major industrial sectors are meeting their water demands (both industrial & drinking) from Taladanda Canal, originating from Cuttack. Peoples of different location are using the water for their domestic purpose including bathing & washing etc. State Pollution Control Board, Odisha is monitoring the water quality of Taladanda Canal in regular interval. Analysis report revealed that water quality of Taladanda Canal with respect to Total Coliform (TC) and Fecal Coliform (FC) is higher than the prescribed standard for domestic use. Board has also monitoring water quality of Paradeep industrial area under NWMP programme & in every quarter water sample were collected from the nearby water bodies (surface & ground) to access the impact of industrial activities on water bodies. The industrial wastewater is being treated in individual ETP & township domestic wastewater is being treated in STP provided by the industries. Continuous effluent water quality monitoring system is installed at discharge outlet of every unit & data are sent to both CPCB & SPCB server. Water sample were collected from each discharge outlets in monthly basis and analysis report revealed that it meets norms prescribed in consent order of SPCB, Odisha. Particulate matter is the major source of air quality detoriation in the town. Stack monitoring is also conducted on regular basis & found within the prescribed standard of Board. M/s. Paradip Port Trust is attributing a lot to air quality in this town contributing Particulate Matter in ambient air quality due to heavy vehicular movement for transportation of raw material & finished goods. AAQ monitoring stations are installed by unit authority to measure different parameters of ambient air quality inside the premises & surrounding areas & data is transmitted to CPCB & SPCB server. Three numbers of Ambient Air Quality monitoring stations are operating in Paradeep industrial area under NAMP project at M/s. Paradip Port Madhuban colony, M/s. Indian Farmers Fertilizer Cooperative Limited colony & M/s. Paradip Phosphate Limited colony. Annual Air Quality Index of these three locations for the last three year was 106 that come under moderate category. However, the data indicates that AAQ parameter PM10 & PM2.5 is above the prescribed standards of National Ambient Air Quality 2009 in the winter season. Another major issue at Paradip area that because of Refinery all the pipelines are distributed to neighbouring states. At times there are incidences of oil leakage in pipeline due to theft or maintenance problem. As per Comprehensive Environmental Pollution Index (CEPI) developed by CPCB, Paradip is declared as PIA (Polluted Industrial Area) among the 100 PIAs of the country based on source of pollution, real time observed values of the pollutants in the ambient air, surface water & ground water, in & around the industrial cluster and health related statistics.
